In Malaysia, the minimum age to be convicted of a crime under the Penal Code is 10 years old. But at what age is a child really capable of committing a crime? Do children even understand the concepts of remorse, regret or guilt? Do they have a high enough level of the emotional intelligence associated with committing a crime?
