President Obama’s Clean Power Plan has been lauded as the most important move any U.S. president has taken to fight climate change. Launched earlier in August, does the plan go far enough? And what impact will it have on global emissions and the Paris talks in December? Fergus Green, who’s with the Grantham Research Institute on Climate Change,  London School of Economics, explains.
