The tax revenue base of Malaysia is extremely narrow. The 2012/2013 Economic Report states that only 11% of registered companies and 14.8% of employees pay income taxes.
Just let that sink in for a moment.
In other words, 89% of registered companies don't pay income tax, and 85.2% of employees don't pay income tax.
