Counter-Productive Workplace Culture

There’s a lot to say about the importance of company culture. While we've all heard about how Google employees are allowed to drink beer at work, and play ping pong, but could this be creating a counter-productive workplace culture? What constitutes as counter-productive workplace behaviour?
