Is English Proficiency In Malaysia Strong Enough?

In an interview with the Breakfast Grille, British Council Chief Executive Scott McDonald pointed out that there’s a case to be made for countries that speak a lot of English, to not have to go through English language proficiency tests, like IELTS.
